How are spell sequencer items suppose to work in relation to spell level?
Kisaki has a few spell sequencer items, but it seems that the most effect she can get out of any of them is the equivalent of level 13, even tho she casts as a level 28 mage, and stores the spell at level 28.
Example, she casts an Extended Shadow Shield from her spell book, it lasts for 28 turns X 2, which converts into 56 minutes real time, as 1 turn = 1 minute RT
The same exact spell stored in any sequencer item lasts only 13 real time minutes, which converts into being cast as a level 13 mage. Is this because its actually being auto converted to the lowest possible level it would require to cast that spell normally?
Is this by design or is it a bug?

When I read about spell sequencers, it said it will take the current casters level and put it in the spell sequencer, but that has never happened, I'm under the impression it uses the lowest possible level in order to cast the spell, or is some cases a standard level 10, since greater magic weapon gives you a +3 and flame weapon seems to be cast by a level 10 caster...not really sure why it's like that

I'm not sure the level fixing at 10 makes much sense RP wise, but I suppose its intended to keep some sort of game balance.
Increasing low level and decreasing high level, just dumb.
