I've submitted changes to Mekerek that concern Drak' Maisul. Drak' Maisul will become a city hostile to all but the drow. Crescent City remains as is. To understand some of the changes, it's necessary to have a bit of general knowledge of the Drow.
The Drow culture in the Underdark is comprised of two different ruling classes, Noble houses and Merchant Houses. Noble houses are ruled by a matron that governs the priestesses. The divine is the domain of the females in drow society here. The males are the mages and fighters. The mages are governed by a ruling archmage. The fighters have their own head. The arcane and divine classes tolerate each other at best, but the divine classes don't really understand the arcane classes and vice-versa. The Noble houses regardless regard anything non-drow as an abomination and are hostile to anything non-drow, in general. Drak'Maisul is a city comprised of Noble houses.
Crescent City is a city that is made up of Merchant Houses. The drow merchant society is like the society of the noble houses, but the fact is that the drow will do whatever it takes to get ahead. Nowhere is that more true than the merchant city of Crescent, where outsiders and surfacers are tolerated because it's in the interest of the merchant traders there to be tolerant. There are other drow factions in the city of course, that's why there is the occasional drow attacks to surfacers in the city and is why a faction of the drow want to establish the portal to Peridotia. But on the whole the merchants just want to trade and get ahead and that's why the city is mostly non-hostile.
